The journal “Scientific Bulletin of Uzhhorod University. Series “Physics”” serves as a platform for scholars and researchers to share new discoveries and theories, fostering the advancement of science. Recently, various sources have circulated information regarding unethical activities of our journal and its removal from the Scopus database.

Every scientific database, when reviewing a journal application, checks it against a range of criteria, including the quality and relevance of published research, detailed description of the peer-review process, adherence to ethical research principles and publication ethics, and the scientific profile of all editorial board members. If a journal does not meet these important criteria, it will not be included in the database.

However, despite the numerous obligations imposed on a journal once it begins indexing in a database, the publisher and editorial board retain the right to independently develop their strategy, publication plan, and management methods.

New Strategy from 2024

From 2024, the journal has decided to waive publication fees to allow more scholars, especially doctoral candidates, to submit their work. Additionally, the journal, which falls under the social sciences category (education), has shifted its focus to interdisciplinary research, integrating natural and social sciences. Interdisciplinarity is a recognized practice in modern science, and the journal editors believe that supporting such research is beneficial for both fields. Scopus has been informed of these changes, and with international support, the pool of reviewers has expanded, allowing for the processing of a larger volume of material. The journal remains in demand, as evidenced by an increase in authors, enhanced visibility, and citation rates.

To counter false claims and demonstrate that the editorial board of “Scientific Bulletin of Uzhhorod University. Series “Physics”” adheres to publication ethics, we have prepared several facts and arguments.

1. Changes in the Journal’s Profile

Immediately after the journal “Scientific Bulletin of Uzhhorod University. Series “Physics”” was included in the database, its profile displayed several subject categories:

1. Social Sciences: Education.
2. Materials Science: Materials Science (miscellaneous).
3. Physics and Astronomy: General Physics and Astronomy.

Thus, from its inclusion in the database, the journal covered multiple disciplines, which did not raise any doubts or objections. However, after the Scopus database update in May-June 2024, two disciplines (Materials Science and Social Sciences) were removed from the journal's profile. The editorial board immediately contacted Scopus specialists and found that this was a deliberate attack by malefactors posing as editorial board members, who requested the removal of disciplines. Unfortunately, Scopus staff did not verify the authenticity of the information or contact the editorial board before making changes.

After several letters from the editorial board, Scopus confirmed that the subject categories would be restored to the journal’s profile, but in 2025.

The editorial board was extremely surprised by the careless handling of such an important issue, as we are sincerely concerned about the interests of our authors and researchers. In response, we sent a stern letter, which may have influenced the decision regarding the journal's removal.

2. Peer-Review Process

Every article published in our journal has undergone a double-blind peer review process, which is detailed on our website: https://physics.uz.ua/en/peer-review-process.

To emphasize the interdisciplinary nature of the journal, renowned specialists in social sciences have been specifically included on the editorial board to ensure an effective review process. With international support, the number of permanent reviewers for the journal has significantly increased, allowing for the processing of more articles.

3. Recognition of the Journal

The journal has gained visibility due to tremendous support and interest from researchers from various countries in our publications. Its inclusion in the Q1 group indicates its high demand within the relevant scientific circles. Given that only a few journals achieve such recognition, it is undeniable that some may dislike our success in this area.

4. Principles of Scientific Ethics

The editorial board emphasizes that the journal has not violated any ethical norms. All articles have undergone peer review, and the editorial board comprises relevant specialists. Authors were notified at each stage of the work on the article, copyright laws have been adhered to, and all changes are reflected on the website. Additionally, the journal has waived publication fees to alleviate the financial burden on authors.

5. Removal from the Scopus Database

The journal was removed via Scopus's Radar system due to negative actions by malefactors who spread false information. This is evidenced by unfounded and ambiguous accusations of unethical behaviour, without any specific facts of violations by the journal. If Scopus specialists had doubts about the transparency of the editorial board's actions and adherence to publication ethics, the reason for removal would be Publication Concerns. It is evident that this attack was premeditated, starting at the beginning of the year, along with the removal of subject categories. It is also possible that Scopus reacted negatively to our efforts to protect the interests of authors.

Based on the above arguments, it can be asserted that the accusations against the journal are based on rumours and subjective assessments. It is important to evaluate the situation based on objective facts, such as the peer review process and scientific standards, rather than the opinions of individuals.

Журнал «Науковий вісник Ужгородського університету. Серія «Фізика»» є платформою для вчених і дослідників, де вони можуть ділитися новими відкриттями та теоріями, сприяючи розвитку науки. Нещодавно у різних джерелах поширювалася інформація про неетичну діяльність нашого журналу та його виключення з бази даних Scopus.

Кожна наукова база, розглядаючи заявку журналу, перевіряє його на відповідність низці вимог, зокрема якості та актуальності опублікованих досліджень, детальному опису процесу рецензування, відповідності етичним принципам проведення досліджень і дотриманню публікаційної етики, а також науковому профілю всіх представників редакційної колегії. Якщо журнал не відповідає цим важливим критеріям, його не буде включено до бази.

Однак, попри низку зобов’язань, що покладаються на журнал після початку індексації у базі даних, видавець і редакційна колегія зберігають право самостійно вибудовувати стратегію розвитку, публікаційний план і обирати способи управління виданням.

Нова стратегія з 2024 року

З 2024 року журнал вирішив скасувати публікаційні збори, щоб дати можливість більшій кількості вчених, особливо докторантам, подавати свої роботи. Також журнал, маючи категорію суспільних наук (освіта), змістив акценти на міждисциплінарні дослідження, поєднуючи природничі та суспільні науки. Міждисциплінарність – визнана практика в сучасній науці, і, на думку редакторів журналу, підтримка таких досліджень є корисною для обох галузей. Про зміни було повідомлено Scopus, а завдяки міжнародній підтримці збільшився пул рецензентів, що дозволяє обробляти більшу кількість матеріалів. Журнал залишається затребуваним, про що свідчить зростання кількості авторів, підвищена впізнаваність і цитованість видання.

Щоб спростувати неправдиві твердження та довести, що редакція журналу «Науковий вісник Ужгородського університету. Серія «Фізика»» дотримується публікаційної етики, ми підготували кілька фактів та аргументів.

1. Зміни у профілі журналу

Одразу після включення журналу «Науковий вісник Ужгородського університету. Серія «Фізика»» до бази, у профілі журналу було відображено кілька предметних категорій:

Таким чином, від самого включення в базу журнал охоплював кілька дисциплін, що не викликало жодних сумнівів чи заперечень. Однак після оновлення бази Scopus у травні-червні 2024 року дві дисципліни (Materials Science та Social Sciences) були видалені з профілю журналу. Редакція негайно звернулася до фахівців Scopus і з'ясувала, що це була цілеспрямована атака недоброзичливців, які, видаючи себе за представників редколегії, подали запит на видалення дисциплін. На жаль, співробітники Scopus не перевірили достовірність інформації та не зв'язалися з редакцією перед внесенням змін.

Після кількох листів від редакції, Scopus підтвердив, що предметні категорії будуть повернуті в профіль журналу, але у 2025 році.

Редакція журналу була вкрай здивована недбалим ставленням до такого важливого питання, оскільки ми щиро переймаємося інтересами наших авторів і науковців. У відповідь ми надіслали різкий лист, який, можливо, і вплинув на рішення щодо виключення журналу.

2. Процес рецензування

Кожна стаття, опублікована в нашому журналі, пройшла через процедуру подвійного сліпого рецензування, що детально описана на сайті: https://physics.uz.ua/en/peer-review-process.

Щоб підкреслити міждисциплінарний характер журналу, до редакційної колегії були спеціально залучені відомі фахівці з соціальних наук, які забезпечують ефективний процес рецензування. Завдяки міжнародній підтримці кількість постійних рецензентів журналу значно зросла, що дозволило опрацьовувати більше статей.

3. Визнання журналу

Журнал став видимим завдяки колосальній підтримці та зацікавленості вчених з різних країн у наших публікаціях. Належність журналу до групи Q1 свідчить про його високу затребуваність у відповідних наукових колах. Оскільки досягти такого рівня визнання можуть лише небагато журналів, безсумнівно, що є ті, кому не подобається наш успіх у цій сфері.

4. Принципи наукової етики

Редакція акцентує на тому, що журнал не порушував жодних етичних норм. Усі статті проходили рецензування, а у редколегії представлені відповідні фахівці. Автори отримували повідомлення на кожному етапі роботи зі статтею, авторські права дотримані, а всі зміни відображені на сайті. Крім того, журнал скасував публікаційні внески, щоб зняти фінансове навантаження з авторів.

5. Виключення з бази даних Scopus

Журнал був виключений через систему Radar Scopus внаслідок негативних дій недоброзичливців, які поширювали неправдиву інформацію. Це підтверджується необґрунтованими та двозначними звинуваченнями в неетичній поведінці, без жодних конкретних фактів порушень з боку журналу. Аби спеціалісти Scopus мали сумніви у прозорості дій редакційної колегії та дотриманні публікаційної етики, причиною виключення було б Publication Concerns. Очевидно, що ця атака була спланована заздалегідь, починаючи з початку року, разом з видаленням предметних категорій. Можливо також, що Scopus відреагував негативно на наші зусилля захистити інтереси авторів.

На основі наведених аргументів можна стверджувати, що звинувачення на адресу журналу ґрунтуються на чутках і суб'єктивних оцінках. Важливо оцінювати ситуацію на основі об'єктивних фактів, таких як процес рецензування та наукові стандарти, а не на основі думок окремих осіб.
